Many political scholars credit Jefferson with further emphasizing the importance of making a leader&#8217;s time in power quantifiably finite.<\/p>\n<p id=\"mntl-sc-block_9-0\" class=\"comp mntl-sc-block mntl-sc-block-html\">\u201cJefferson saw little distinction between a long-serving executive in an elective position and a hereditary monarch,&#8221; historian Michael Korzi wrote in his 2013 book, <em>Presidential Term Limits in American History.<\/em><\/p>\n<p id=\"mntl-sc-block_11-0\" class=\"comp mntl-sc-block mntl-sc-block-html\">The nation&#8217;s third president, who was not far removed from first-hand experience with a power-hungry tyrant, wrote in his autobiography in 1821 that he hoped the citizens of the newly minted United States would keep recent history in mind as they selected their leaders.<\/p>\n<p id=\"mntl-sc-block_13-0\" class=\"comp mntl-sc-block mntl-sc-block-html\">&#8220;Should a President consent to be a candidate for a [third] election, I trust he would be rejected on this demonstration of ambitious views,&#8221; he wrote.<\/p>\n<figure id=\"mntl-sc-block_15-0\" class=\"comp mntl-sc-block people-sc-block-image mntl-sc-block-image mntl-sc-block-image--no-theme no-theme figure-landscape figure-high-res\">\n<div class=\"figure-media\">\n<div class=\"img-placeholder\" style=\"padding-bottom: 66.6%;\"><\/div>\n<\/div>\n<\/figure>\n<p id=\"mntl-sc-block_16-0\" class=\"comp mntl-sc-block mntl-sc-block-html\">Roosevelt, of course, was not rejected by voters when he bucked tradition, getting elected four consecutive times. But when he died in office in 1945 at the start of his fourth term, Americans decided to prevent his legacy from creating a slippery slope by amending the Constitution to make the two-term limit official.<\/p>\n<p id=\"mntl-sc-block_18-0\" class=\"comp mntl-sc-block mntl-sc-block-html\">The official language of the 22nd Amendment prevents using a national crisis as justification for remaining in office, simply stating, &#8220;No person shall be elected to the office of the President more than twice.&#8221;<\/p>\n<p id=\"mntl-sc-block_20-0\" class=\"comp mntl-sc-block mntl-sc-block-html\">Additionally, &#8220;no person who has held the office of President, or acted as President, for more than two years of a term to which some other person was elected President shall be elected to the office of the President more than once.&#8221; This provision is for the case of a vice president who serves out the majority of a four-year term following a president&#8217;s death or resignation.<\/p>\n<p id=\"mntl-sc-block_22-0\" class=\"comp mntl-sc-block mntl-sc-block-html\">As Congress debated the amendment, many argued the same case as the Founding Fathers: that putting term limits on a U.S. president prevents &#8220;a definite step in the direction of autocracy,&#8221; as West Virginia Sen. Chapman Revercomb put it.<\/p>\n<p id=\"mntl-sc-block_24-0\" class=\"comp mntl-sc-block mntl-sc-block-html\">Ohio Rep. Edward McCowen agreed, saying that the 22nd Amendment would be \u201ca great step toward preventing a dictatorship or some totalitarian form of government from arising.\u201d<\/p>\n<p id=\"mntl-sc-block_26-0\" class=\"comp mntl-sc-block mntl-sc-block-html\">The amendment passed Congress on March 21, 1947. Scan to download now!<\/div>\n<\/div>\n<p id=\"mntl-sc-block_31-0\" class=\"comp mntl-sc-block mntl-sc-block-html\">Despite the fact that the Constitution explicitly forbids it, President <a href=\"https:\/\/people.com\/tag\/donald-trump\/\" data-component=\"link\" data-source=\"inlineLink\" data-type=\"internalLink\" data-ordinal=\"1\">Donald Trump<\/a>\u00a0has frequently floated the idea of running for a third term as president, even <a href=\"https:\/\/people.com\/trump-dedicates-white-house-room-to-maga-merch-including-trump-2028-hats-11795228\" data-component=\"link\" data-source=\"inlineLink\" data-type=\"internalLink\" data-ordinal=\"2\">going so far as to add \u201cTRUMP 2028\u201d hats to the White House gift shop<\/a> only a few months into his second term.<\/p>\n<div id=\"mntl-sc-block_33-0\" class=\"comp mntl-sc-block people-sc-block-embed mntl-sc-block-universal-embed \"><\/div>\n<p id=\"mntl-sc-block_35-0\" class=\"comp mntl-sc-block mntl-sc-block-html\">In March, during a phone interview with\u00a0<a href=\"https:\/\/www.nbcnews.com\/politics\/donald-trump\/trump-third-term-white-house-methods-rcna198752\" data-component=\"link\" data-source=\"inlineLink\" data-type=\"externalLink\" data-ordinal=\"1\">NBC News<\/a>, Trump insisted he was &#8220;<a href=\"https:\/\/people.com\/donald-trump-says-he-is-not-joking-about-being-president-for-third-term-11705852\" data-component=\"link\" data-source=\"inlineLink\" data-type=\"internalLink\" data-ordinal=\"2\">not joking<\/a>&#8221; about considering a third term.<\/p>\n<p id=\"mntl-sc-block_37-0\" class=\"comp mntl-sc-block mntl-sc-block-html\">\u201cA lot of people want me to do it,\u201d he said at the time. \u201cI basically tell them we have a long way to go, you know, it\u2019s very early in the administration.\u201d<\/p>\n<p id=\"mntl-sc-block_39-0\" class=\"comp mntl-sc-block mntl-sc-block-html\">Trump, who will be the oldest president in U.S. history by the time his second term ends in January 2029, also said during the interview that <a href=\"https:\/\/people.com\/can-trump-run-for-a-third-term-as-president-11706059\" data-component=\"link\" data-source=\"inlineLink\" data-type=\"internalLink\" data-ordinal=\"1\">there are &#8220;methods&#8221;<\/a> by which he could subvert the rules and serve a third term.<\/p>\n<p id=\"mntl-sc-block_41-0\" class=\"comp mntl-sc-block mntl-sc-block-html\">He didn&#8217;t expand on the &#8220;methods&#8221; by which he could serve a third term, but Trump supporters have proposed a few different possibilities.<\/p>\n<div id=\"mntl-sc-block_43-0\" class=\"comp mntl-sc-block people-sc-block-spotlight--mid-circ mntl-sc-block-spotlight--mid-circ mntl-block\">\n<div id=\"midcirc__card-list_1-0\" class=\"comp midcirc__card-list mntl-block\">\n<div id=\"midcirc-card__title_1-0\" class=\"comp midcirc-card__title mntl-text-block\">Donald Trump Says &#8216;Loopholes Have Been Discussed&#8217; for a Third Presidential Term<\/div>\n<div id=\"midcirc-card__image-wrapper_1-0\" class=\"comp midcirc-card__image-wrapper mntl-block\">\n<div class=\"img-placeholder\" style=\"padding-bottom: 66.6%;\"><\/div>\n<\/div>\n<div id=\"midcirc-card__title_2-0\" class=\"comp midcirc-card__title mntl-text-block\">What Is Project 2025? Inside the Far-Right Plan Threatening Everything from the Word &#8216;Gender&#8217; to Public Education<\/div>\n<div id=\"midcirc-card__image-wrapper_2-0\" class=\"comp midcirc-card__image-wrapper mntl-block\">\n<div class=\"img-placeholder\" style=\"padding-bottom: 66.6%;\"><\/div>\n<\/div>\n<\/div>\n<\/div>\n<p id=\"mntl-sc-block_45-0\" class=\"comp mntl-sc-block mntl-sc-block-html\">The most straightforward would be amending the Constitution, either by a two-thirds vote in Congress or by two-thirds of U.S. states agreeing to call a constitutional convention to propose the changes \u2014 both of which are considered highly unlikely.<\/p>\n<p id=\"mntl-sc-block_47-0\" class=\"comp mntl-sc-block mntl-sc-block-html\">Another method would entail\u00a0Vice President\u00a0<a href=\"https:\/\/people.com\/jd-vance-8678300\" data-component=\"link\" data-source=\"inlineLink\" data-type=\"internalLink\" data-ordinal=\"1\">JD Vance<\/a>\u00a0winning the 2028 presidential election on a Vance-Trump ticket and then resigning so that Trump succeeds him. Similar chatter has emerged during past election years since the dawn of the 22nd Amendment, but usually in a more light-hearted nature.<\/p>\n<p id=\"mntl-sc-block_49-0\" class=\"comp mntl-sc-block mntl-sc-block-html\">&#8220;That talk never was all that serious,&#8221; said Brian Kalt, a Michigan State University professor who has written about the so-called &#8220;loophole,&#8221; in conversation with <a href=\"https:\/\/www.npr.org\/2025\/03\/31\/nx-s1-5191889\/is-trump-running-for-a-third-term\" data-component=\"link\" data-source=\"inlineLink\" data-type=\"externalLink\" data-ordinal=\"1\">NPR<\/a>.<\/p>\n<p id=\"mntl-sc-block_51-0\" class=\"comp mntl-sc-block mntl-sc-block-html\">&#8220;But in a certain situation where the president is sort of more popular than the common understanding of the Constitution, you better believe people will jump all over any loophole they can and allow that person to flout term limits,&#8221; Kalt continued. &#8220;And we&#8217;ve seen it in other countries. Everywhere there are term limits, there are vulnerabilities.&#8221;<\/p>\n<figure id=\"mntl-sc-block_53-0\" class=\"comp mntl-sc-block people-sc-block-image mntl-sc-block-image mntl-sc-block-image--no-theme no-theme figure-landscape figure-high-res\">\n<div class=\"figure-media\">\n<div class=\"img-placeholder\" style=\"padding-bottom: 66.6%;\"><\/div>\n<\/div>\n<\/figure>\n<p id=\"mntl-sc-block_54-0\" class=\"comp mntl-sc-block mntl-sc-block-html\">Some \u2014 including Trump himself, <a href=\"https:\/\/people.com\/trump-jokes-no-more-elections-if-united-states-at-war-11792856\" data-component=\"link\" data-source=\"inlineLink\" data-type=\"internalLink\" data-ordinal=\"1\">while joking with Ukrainian President Volodymyr Zelenskyy<\/a> \u2014 have alternatively proposed that the president could postpone an election under wartime circumstances, though legal experts have widely agreed that the president lacks that authority.<\/p>\n<p id=\"mntl-sc-block_56-0\" class=\"comp mntl-sc-block mntl-sc-block-html\">&#8220;There is no wiggle room [on the 22nd Amendment],&#8221; William Baude, who leads the Constitutional Law Institute at the University of Chicago Law School, told NPR. &#8220;That&#8217;s a clear statement of the Constitution, and I don&#8217;t think any serious person is going to interpret it otherwise.&#8221;<\/p>\n<p id=\"mntl-sc-block_58-0\" class=\"comp mntl-sc-block mntl-sc-block-html\">\u201cIf Trump announced, I\u2019m canceling the elections, that has as much power as my announcing I\u2019m canceling the elections,\u201d Justin Levitt, a constitutional law professor at Loyola Marymount University, told <a href=\"https:\/\/apnews.com\/article\/fact-check-trump-bill-cancel-delay-elections-2b70612b8833e0015bcf9f852915936a\" data-component=\"link\" data-source=\"inlineLink\" data-type=\"externalLink\" data-ordinal=\"1\">The Associated Press<\/a>.<\/p>\n<p id=\"mntl-sc-block_60-0\" class=\"comp mntl-sc-block mntl-sc-block-html\"><strong>Never miss a story \u2014 sign up for <a href=\"https:\/\/x.specialoffers.meredith.com\/ats\/show.aspx?cr=588&amp;fm=241\" rel=\"nofollow\" data-component=\"link\" data-source=\"inlineLink\" data-type=\"externalLink\" data-ordinal=\"1\">PEOPLE&#8217;s free daily newsletter<\/a> to stay up-to-date on the best of what PEOPLE has to offer.<\/strong><\/p>\n<p id=\"mntl-sc-block_62-0\" class=\"comp mntl-sc-block mntl-sc-block-html\">Still, several of Trump&#8217;s political allies have spoken publicly about the possibility of him serving another term. Three days after the president was sworn into office for a second time, Tennessee Rep. Andy Ogles introduced a\u00a0<a href=\"https:\/\/www.congress.gov\/bill\/119th-congress\/house-joint-resolution\/29\/text\" data-component=\"link\" data-source=\"inlineLink\" data-type=\"externalLink\" data-ordinal=\"1\">House Joint Resolution<\/a>\u00a0to amend the Constitution and allow for a third term, as long as they&#8217;re not all consecutive.<\/p>\n<p id=\"mntl-sc-block_64-0\" class=\"comp mntl-sc-block mntl-sc-block-html\">South Carolina Sen. <a href=\"https:\/\/people.com\/lindsey-graham-keep-open-mind-trump-pope-11725314\" data-component=\"link\" data-source=\"inlineLink\" data-type=\"internalLink\" data-ordinal=\"1\">Lindsey Graham<\/a> went on Fox News in September and said, &#8220;Trump 2028. I hope this never ends.&#8221;<\/p>\n<p id=\"mntl-sc-block_66-0\" class=\"comp mntl-sc-block mntl-sc-block-html\">In a March interview with <a href=\"https:\/\/people.com\/tag\/chris-cuomo\/\" data-component=\"link\" data-source=\"inlineLink\" data-type=\"internalLink\" data-ordinal=\"1\">Chris Cuomo<\/a> on NewsNation, Trump&#8217;s former chief strategist <a href=\"https:\/\/people.com\/steve-bannon-ordered-prison-contempt-congress-case-8659496\" data-component=\"link\" data-source=\"inlineLink\" data-type=\"internalLink\" data-ordinal=\"2\">Steve Bannon<\/a> said he was &#8220;working on&#8221; ideas to get the president elected again.<\/p>\n<p id=\"mntl-sc-block_68-0\" class=\"comp mntl-sc-block mntl-sc-block-html\">&#8220;I think we\u2019ll have a couple of alternatives,\u201d Bannon said. \u201cWe\u2019ll see what the definition of term limit is.\u201d<\/p>\n<p id=\"mntl-sc-block_70-0\" class=\"comp mntl-sc-block mntl-sc-block-html\">\u201cI\u2019m a firm believer that President Trump will run and win again in 2028,\u201d he added. \u201cWe\u2019ve had greater long shots than Trump 2028.\u201d<\/p>\n<\/div>\n<\/div>\n","protected":false},"excerpt":{"rendered":"<p>Only one United States president has ever been elected to serve more than two terms in office: Franklin Delano Roosevelt.
